CoEx is 35 yards and you are probably right, at 30% reduced movement most Locks simply will not use it.<br /><br />I feel like the Unstable Affliction nerf is a systemic one that was deserved. The reason for this is that UA locks can basically get their DoTs up on someone entirely, and Soul Swap to the other target (in 2s, we're talking here) and keep them up on both nigh-indefinitely. The only healer who can reliably keep this scenario from happening is a Resto Shammy. Their dispel heals for enough to negate UA almost entirely and they can remove 100% of Affliction's debuffs. That being said, Guntir can dispel all day when on his Shammy, but cannot really use dispel defensively on his Priest (or his pally back at 80) because of the pressure a 5s silence can put out. A 3-sec silence means that there is at the very least a choice to dispel UA or not.<br /><br />Affliction will still be strong after this patch... but I really do get the feeling like Blizzard is going to do something about the dispel situation. Personally, I think that it is a change that could have happened differently to disincentivize Holy Pallies, but I don't know that it is needed. The only times in PvP where a Holy Pally will even dream of getting into melee range with another healer is during their HoJ stun, and following it with an interrupt is a question of control. Existing characters will need to visit their trainer, even if they had talented Rebuke before."<br /><br />"The Rebuke talent has been replaced with a new passive talent, Sacred Shield. Paladins who had Rebuke before will automatically have Sacred Shield. Sacred When reduced below 30% health, paladins gain the Sacred Shield effect. The Sacred Shield absorbs X damage and increases healing received by 20%. Lasts 15 seconds. This effect cannot occur more than once every 30 seconds. Undispellable."<br /><br />This will make Holy Paladins even better now, although, Rebuke is melee range only. As a Prot Pally tank, I have extremely happy about the Rebuke change!
